A message dated September 12 was received stating the Governor                                                                  
allowed the following bill to become law without his signature and is                                                           
transmitting the engrossed and enrolled copies to the Lieutenant                                                                
Governor's office for permanent filing:                                                                                         
                                                                                                                                
     CS FOR HOUSE BILL NO. 19(EDC)                                                                                              
     "An Act relating to instruction in a language other than English;
